The work now is manufacturing, maritime autonomy, unmanned systems, and the industrial layer security requires. That is not a pivot away from a federal career. It is the same mission with different tools: stand up capability that a country can own.

Ricardo J. Navalta is a retired U.S. Homeland Security Investigations leader with more than three decades in investigations, field command, headquarters operations, and crisis response. He served as DHS/HSI attaché to the Philippines. In Puerto Rico he led emergency-management operations after Hurricane Maria, including relocating people and keeping operations running when infrastructure failed. He now lives in Metro Manila and builds U.S.–Philippines partnerships that move from strategy to industrial execution.

Same mission.

That is the gap he closes between the United States and the Philippines.
